By posting publicly the following written disclosure, the Connecticut Higher Education Supplemental Loan Authority (CHESLA) intends that market participants receive and use it for purposes of the independent registered municipal advisor exemption to the Securities and Exchange Commission’s Municipal Advisor Rule.

Connecticut Higher Education Supplemental Loan Authority

The Connecticut Higher Education Supplemental Loan Authority (CHESLA) has retained Hilltop Securities as its financial advisor registered as a municipal advisor under the Securities Exchange Act of 1934, as amended (the “Act”), to provide advice in connection with the management of CHESLA’s borrowing program through January 11, 2025. CHESLA’s primary contact at Hilltop Securities is Tim Webb.

CHESLA will seek and consider the advice of its municipal advisor on proposals provided by broker dealers / underwriting firms that will be seriously considered by CHESLA.

This statement does not negate any obligations that broker dealer / underwriting firms may have to CHESLA under federal and state securities statutes and regulations (for example, Rule G-17 of the Municipal Securities Rulemaking Board) as well as state procurement statutes and applicable common law, nor in any way should it be construed that CHESLA is waiving any rights or privileges it might otherwise have.
